Chief Minister Kandel acknowledges challenges in federalism implementation

Karnali, April 11: Chief Minister of Karnali Province, Yamlal Kandel, has said that there are challenges in the implementation of federalism.     

During his address at a programme organized to mark the eighth establishment day of the Office of the Chief Attorney, Karnali Province, here today, he admitted that there are difficulties in enforcing the constitutional rights of local levels. “This remains a major challenge to the effective practice of federalism,” he said.     

He complained that a centralized mindset at the leadership level has led to issues in the operation of local and provincial governments, though it has already been a decade since the promulgation of the new constitution, enforcing a federal form of governance in the country.(RSS)
