Action plan to implement 16th periodic plan released

Kathmandu, March 25: The government has made public an action plan to implement the 16th periodic plan (2081/082- 2085/86) by aligning its policy, strategy and programmes with timeframe and expected results.

The action plan was endorsed by the Cabinet meeting a month back in a bid to materialize the development goals. The National Planning Commission made public the action plan on Tuesday. 

Economic, social, physical infrastructures, good governance, prosperity and justice are the major sector regarded as the foundations to achieve strategies and targets. Each sector contains targets, indicators and present status. Major programmes and activities to be carried out for the goal are also classified and explained.

The special feature of the action plan is linking each activity to clear responsibility, timeframe and expected result. The agencies to enforce the activities, subordinate agencies, sources and timeline are mentioned well. The implementation would be institutionalized. Even the risk factors hindering the enforcement of the activities are described in the document. Possible threats and measures of mitigation are stated so that coordination would be made robust. 

In addition to this, the physical damage during Gen Z uprising of September 8-9, 2025 and the need of reconstruction would also be evaluated and the framework prepared. 

A roadmap is prepared for the allocation of responsibilities and mobilization of resources among the federal, provincial and local levels. Enforcement of federalism would be speeded up by identifying the problems like misuse of resources, and wiping out overlapping jurisdiction. Wise use of digital technology, social accountability and citizen participation in government are stressed by the action plan. 

It further aims at effectively implementing the policy and programmes of the 16th periodic plan. The agencies and institutions responsible to enforce the programmes would be capacitated. The scattered issues would be sorted out and simplified and role of ministries made clear.

Aligning the annual budget with mid-term expenditure framework, guarantee of effective mobilization of resources, monitoring, evaluation and reporting of result frame are other priorities. 

There are 13 transformative sectors identified by the 16th periodic plan. Enhancement in productive capacity, employment creation, social inclusion, environmental balance, infrastructure development and good governance are in utmost priority.  (RSS)
