In her farewell address to the joint session of the parliament, President Bidya Devi Bhandari reminded the authorities and all involved of the above-mentioned concerns. According to her, there is a need to bring about structural reforms to the government’s financial policy through a complete assessment of the internal and external issues impacting the economy.
While expressing her concern about the lack of use of the budget allocated for capital expenditure, which has caused a decline in economic activity and government revenues, she suggested that the government take measures to increase exports with the help of private sector to reduce trade deficits and to address balance of payment situations. Additionally, she directed authorities to completely restructure the attitude, operational efficiency, and competence of those employed in the educational sector. She also mentioned that it is necessary to hold teachers and administrators more accountable in order to raise school education standards and to make universities around the country as the centre of excellence. Furthermore, she proposed guidelines for bettering agriculture, tourism, healthcare services and public delivery systems for improved public welfare.
