Book 'Cybercrime: Investigation, Prosecution and Adjudication' by judge Bagchand launched

Kathmandu, Aug 7: A book entitled 'Saibar Aparadh: Anusandhan, Aviyojan Ra Nyaya Nirupan' (Cybercrime: Investigation, Prosecution and Adjudication' by Ratna Bahadur Bagchand, acting chief judge of the High Court, Tulasipur hit the market.     

Justice of the Supreme Court Anil Kumar Sinha launched the book amid a function here today in Kathmandu.     

On the occasion, Sinha admitted that there was an inability to increase the court's capacity to handle the capacity of current affairs like cybercrime as the judiciary had only 0.35 per cent of the total budget of the country. He demanded the allocation of at least one per cent of the total budget of the country.     

Similarly, President of the Nepal Bar Association senior advocate Gopal Krishna Ghimire stressed the need for carrying out investigations in such a way that innocent people should not be caught in cases like cybercrime.     

Writer Bagchand said it took him around a decade to write the book being inspired by a case that landed in the Appellate Court, Patan.     

Stating that the Nepal Telecommunications Authority (NTA) provided assistance in establishing the only forensic lab in the Cyber Bureau of Nepal Police, the NTA Chairperson Purushottam Khanal called for taking initiatives to establish many forensic labs in the country.     

General Secretary of Federation of Computer Associations of Nepal, Chiranjivi Adhikari opined that the victims will not get justice until the judicial sector understands technology. He suggested forming a unified network of cyber security and creating awareness about cyber security in the art, music, and literary sectors as well.     

Former justice Shree Krishna Bhattarai, who is a PhD in cyber law, shed light on the importance of the book and believed that this book will fulfil the shortage of a book so far covering the three areas of cybercrime investigation, prosecution and adjudication.     

Making a review of the book, Information and Technology Academy, Lumbini Province's executive director Anup Baskota viewed that the contents of the book were informative as well as useful.     

Attorney General Dr Dinamani Pokharel, chief of the Crime Investigation Division and Additional Inspector General of Police Kiran Bajracharya, among the speakers, highlighted the significance of the book.
