Kailali, Jan 4: Chief Minister of Sudurpaschim Province, Kamal Bahadur Shah, has stated that plans should be advanced with a focus on achieving long-term goals.
In the discussion on the draft concept paper of the Second Five-Year Plan for the fiscal years (2083/84–2087/88) organised by the Provincial Policy and Planning Commission of Sudurpaschim Province in Dhangadhi today, he expressed the view that a plan cannot succeed without targets.
Shah emphasised that a clear vision, sustainable policies, and result-oriented programmes are essential for the overall development of the province. He stressed that the development process should be made dynamic based on priorities while properly managing resources and capacities.
The Chief Minister said that priority should be given to plans that effectively utilise the available limited resources to directly improve the living standard of citizens.
Chief Minister Shah emphasised the need to strengthen good governance, transparency, and accountability for the successful implementation of development plans.
The Provincial Policy and Planning Commission stated that the programme is organised to lay the foundation for long-term development and to provide guidance for future plans.
At the programme chaired by Chief Minister Shah, Vice-Chairman of the Provincial Planning Commission, Dr Jivan Rana, shed light on the draft of the second five-year plan.
Dr Hemraj Lamichhane, head of the team drafting the Second Five-Year Plan, had presented a concept paper with policy and programme roadmaps aimed at achieving the province's long-term prosperity, inclusive development, good governance, and sustainable development goals.
The discussion was attended by Minister for Social Development of Sudurpaschim Province Meghraj Khadka, State Minister Saraswati Khadka, State Minister for Economic Affairs Prakash Bam, Chief Secretary Baikuntha Prasad Aryal, Provincial Secretary Bimal Prasad Baral, among other officials.(RSS)
