Bagmati, Nov 21: A Detailed Project Report (DPR), prepared by the Bagmati province government presenting Posta Bahadur Bogati tunnel way as a pride project, has been kept in the shelf.
The DPR for the Bhimfedi-Kulekhani
section tunnel project was prepared at the cost of Rs 10 million during the
tenure of then Chief Minister Dormani Poudel.
The tunnel project has not made any
headway due to political instability. "The budget was allocated in the
fiscal year 2076÷77÷ BS to study the tunnel way and carry out the
project", said Jyanendra Prasad Pun, an engineer at the Ministry of
Physical Infrastructure under the Bagmati province government.
However, it has remained stagnant
after change in government during the contract awarding time, Pun added. "As
per government decision, the study of the tunnel was carried out in the fiscal
year 2077÷78 BS and the project office was also set up for its
implementation".
Chief Minister of Bagmati province,
Bahadur Singh Lama said there was a state of confusion when the project process
was taken ahead by not first assuring financial sources. "The tunnel is
not as simple as other projects.
It costs mega investment" the Chief Minister noted, adding, "First, there should be an objective calculation of the costing required for tunnel way construction and then it sources should also be assured".
He said efforts were underway to
construct the tunnel only with the joint investment of the federal and province
