Historic moves taken to protect rights of poor: PM Prachanda

By A Staff Reporter,Kathmandu, Apr.4: Prime Minister Pushpa Kamal Dahal ‘Prachanda’ has said that the government has taken a historic initiative to protect the rights of workers employed abroad and in the country and to end loan shark problem remaining as a relic of feudal exploitation among the poor citizens.

Submitting the annual report of the Government of Nepal of the fiscal year 2023/24 to President Ramchandra Paudel on Wednesday, Prime Minister Prachanda said that the government has succeeded in establishing several bases of good governance. 

He said, “The situation of remaining in long queue for hours for services like citizenship, passport, driving licence, and no objection letter for studying abroad has been brought to an end.”

Premier Prachanda made it clear that the government under his leadership was committed to making the services provided by the state to the citizens more efficient, hassle-free and easy.

Stating that since the last academic session, textbooks have been delivered in the hands of students before the start of academic session, Prime Minister Prachanda said that the past situation of lack of fertilizer for farmers during the plantation season has also been ended.

He said, “Budget has been ensured even for the current fiscal year so that there is no dearth of funds in fertilizer purchase and supply management.”

Prime Minister Prachanda said that the implementation of the fundamental rights enshrined in the constitution and the process of drafting laws necessary to institutionalise federalism have been speedily advanced.

“In order to further strengthen the federal democratic governance system during this period, the elections for the second term of the House of Representatives and the Provincial Assembly have been held in a free, fair and fearless environment,” the PM said.

The government is committed to distributing the financial management and governance rights to all three levels in a fair manner according to the political decision to take the rights of Singha Durbar down to the villages.” 

In order to implement fiscal federalism, Prime Minister Prachanda said that the government had made arrangements to study, research and analyse the financial transfer on a transparent and objective basis, and informed that the issue of clarifying and revising the work details of the three levels was also being done as a high priority.

He also said during his tenure, there has been significant improvement in the development of the hydropower sector.

Prime Minister Prachanda clarified that the government had succeeded in preparing a strong base for international electricity trade with the expansion of power generation and transmission lines.

He claimed that the country’s economic situation had returned to normal due to intensive efforts made by the government. Today, most of the economic indicators have become positive, he said. 

He, however, said to increase investment within the country, increase production, productivity and employment and fulfill the goals of prosperity, good governance and social justice there was much to be done yet.

The government is committed to fulfilling the aspirations of the general citizens for development and prosperity as soon as possible, he said. 

Provisions made in the constitution will be effectively implemented by making maximum use of limited resources, he said. 

“The government is determined that the actual implementation of the constitution will only happen if the state functions in such a way that the people experience change in their lives,” said the Prime Minister.
