If the leaders in the government are considered as heroes and side heroes and the construction company owners who do not complete their works in time are considered as villains, then a government can be compared with a cinema incorporating social issues. It is because the film contains almost all the components that the government has. As for an example, the main components of the film are management team headed by a director along with some sub-ordinates. The logistic system is headed by a logistic officer and some helpers. Then, comes the turn of a prominent group of artists as main hero, side-heroes, heroines, villains and supportive staff.
For our ease if you consider the National Planning Commission, Finance Ministry and Nepal Rastra Bank combined as manager and the Prime Minister as the main hero of the country, you can adjust other personalities and institutions accordingly. Additionally, the joint venture construction company owners who take up the responsibility of constructing mega projects, but do not construct them in time or flee away, they must be put in the category of villains.
On the completion of one year in office, Prime Minister Pushpa Kamal Dahal ‘Prachanda’ addressed the nation recently. The address was unique and interesting on three grounds. First, he conceded that they did not produce the desired result in one year as they had targeted before taking to the helm. It may be the first time in the political history of Nepal that an incumbent Premier accepted poor work performance by heart and expressed it in public without blaming anyone for it. In stark contrast to the first point, the Prime Minister accounted a long list of achievements and reformations they made in the second point which can be summarised as: his commitment to dismantling the VIP culture.
He has vowed not to attend programmes unless prior scheduled and appealed to all political parties for formulating a common stand on the foreign affairs issues. His commitment on starting meritocracy in the Tribhuvan University and other universities may change perception of the teachers, students and parents to the universities of the country as the government has initiated procedures for that. Making improvements in the national health insurance system and widening it to the grassroots level by increasing liabilities is another commitment he made.
Giving priority to infrastructure development, he has assured to reform laws, shorten procedural nitty-gritty and end policy level hurdles for it. Barrack concept and two shift work in the infrastructure development projects are worth mentioning.
Including all above things, the Prime Minister, in his speech, has expressed strong commitment on administrative reformation commission on his own chairmanship. It infers that the administrative system of this country is among the main hurdles impeding infrastructure development. The Prime Minister implies that the legal obscurities, procedural delays, among other things, are barriers to steady progress of the country, so, the grudge of the Prime Minister reminds me a cinema which was seen long ago.
In the film, the hero of the film adjusts things scattered around him, only to find things not arranged properly. He arranges them again and again, but things do not go perfectly. Exhausted, the hero says, "Let’s begin from the beginning", and starts arranging the things again. The nation making longing of the Prime Minister matches with that of an endeavour of the hero to adjust the things!
