Lumbini Assembly Building stands as a model

BY CHHABILAL PANDEY,Butwal, Mar. 15: Lumbini Provincial Assembly (LPA) building located in the capital of Lumbini Province Deukhuri has become a model assembly building of the country. The construction work of the building was completed a month ago. 

According to the Lumbini Provincial Assembly (LPA) Secretariat, they had made efforts to make the structure of the assembly building different from that of other existing assembly buildings across the country. Secretary Durlav Kumar Pun Magar said that the assembly building was excellent in terms of parliamentary values ​​and international practice.

The LPA Secretariat has claimed that the assembly building is the best model parliament building in the country in terms of size and structural management in accordance with the spirit of the current parliamentary system of Nepal. 

The assembly building is built in a way where Chief Minister and leaders of main opposition party would be facing each other. Both the leaders of ruling parties and opposition parties can see each other since the seating is managed in that way due to the half-moon structure of the assembly hall. Seats for the ruling parties are placed on the right side of the Speaker and seats for the opposition parties are placed on the left side. 

Secretary Pun Magar said that according to Rule 6 of the Provincial Assembly Regulation 2022, the sitting order of the Chief Minister, Deputy 

Speaker, Ministers, and leaders of opposition parties and members of LPA has been arranged in the assembly hall and every member should take a seat in the order and place determined by the Speaker. 

Also, in the case of a disabled person, there is a provision that the Speaker can allow one assistant to sit with him/her by specifying a certain place and order. He added that the hall has been prepared in a suitable manner for the roll order of the 87-member LPA which is distinct compared to the assembly halls of other provinces.

According to Secretary Pun Magar, the seat arrangements are made according to the ranking of the names of the LPA members provided to the Secretariat by the parties represented in the LPA. He said that the Parliament Hall of LPA was constructed adopting world’s best method after studying the parliamentary practices in the democratic countries across the world.  

A special room for especially invited persons, audience room for general public, journalist room, technical room and other structures have also been prepared in the LPA.

According to Article 195 (2) of the Constitution of Nepal, there is a provision for the establishment and operation of the Secretariat for the operation and management of the work of the Provincial Assembly. The LPA Secretariat informed that a committee will be formed under the leadership of the Speaker as per the provision in Section 1 of the Lumbini Act Collection for the operation and management of the Secretariat.
