By Netra Shahi,Jumla, Jan. 9: The Federal Government has decided to advance the SinjaCivilisation Protection and Development Bill in the upcoming House session, set to start from Monday. Prime Minister Pushpa Kamal Dahal Prachanda has decided to move the bill forward. The government has decided to give momentum to the bill that has remained stuck in Karnali provincial assembly after being registered there for necessary procedures in the federal parliament.
Prime Minister Prachanda's Secretariat informed that the bill had been forwarded to the Ministry of Tourism to fulfill other requirements.
Naresh Bhandari, former member of the Karnali Provincial Assembly, had registered the bill’s draft as a non-governmental bill in the assembly. However, it could not be endorsed there. “It was left without action here and we tried to bring it in the federal parliament which is about to begin a new session,” Bhandari said.
He also said the draft of Sinja Civilisation Protection and Development Bill, was in the final stage of endorsement after it was passed from the Social Development Committee in the province. Later on, it was left neglected .
“The Prime Minister has officially moved forward with the purpose of passing the Sinja Civilisation Bill of historical importance from the Federal Parliament which is a good thing for us,” he added.
According to him, the cabinet will develop a consensus about the bill among the parties and present it in the parliament for the endorsement. “ This will undoubtedly prove to be a historical milestone for the protection and development of Sinja civilisation, the original civilisation of Nepal,” he said.
Bhandari further said the endorsing of the bill was expected to contribute to the goal of achieving prosperity and happiness of Karnali. “The people in the province are happy to know that the bill which was not enacted in the province has been advanced by the federal parliament.”
Sinja, the seat of Khas civilisation, founded by Nagaraj, a Tibetan king, in the 12th century has a history of being captured by Bahadur Shah in 1846 B.S. during the unification of Nepal. Due to the lack of official structures, the immediate archaeological structures of the Sinja region are not being preserved.
The government has advanced the mechanism for official research, study and teaching of special language and modern development.
