Kathmandu, Dec 14: In celebration of the establishment of the autonomous Parliament Service, distinct from the civil service, Federal Parliament Service Day is commemorated annually on Mangsir 28, which is today, featuring numerous activities.
The Parliament Service was created as a separate entity from the civil service in 2058 BS. The Federal Parliament Secretariat has arranged several events for this occasion. As per Article 207 of the Constitution of Nepal, a secretariat is mandated to oversee and manage the operations of the Federal Parliament, with the establishment of such a secretariat and related provisions to be governed by federal law.
The parliamentary service, functioning under a distinct act rather than the Civil Service Act, is a specialized, autonomous, and professional entity. To honor the establishment of the parliamentary service through a separate act aimed at enhancing the effectiveness, dignity, and professionalism of parliamentary practice, Parliamentary Service Day is celebrated each year on Mangsir 28.
The parliamentary service plays a crucial role in providing administrative and technical support to the federal parliament, the highest representative body of the state, which is vital for the successful execution of the constitution and the legislative process. The Federal Parliament Secretariat is responsible for supplying the manpower, information, technology, and physical resources necessary for the parliament.
