Lawmakers deliver views on principles and priorities of Appropriation Bill

Kathmandu, May 14: In a meeting of the House of Representatives (HoR) today, lawmakers called for incorporating the parliamentary submissions to be presented in regard with the principles and priorities of the Appropriation Bill while formulating the budget for the upcoming fiscal year.     

During the deliberations on the principles and priorities (without taxation) of the Appropriation Bill- 2082/83 BS (2025-26) in a meeting of the HoR today, Dr Chanda Karki (Bhandari) of the Rastriya Prajatantra Party (RPP) questioned the relevancy of taking part in the discussions when their opinions are not addressed. "Though we deliver positive feedback over the Bill, our voices shall remain unaddressed."     

According to her, unless integrity and commitments in the political leadership and the good governance is absent, polices and programmes and the budget won't become successful.     

"The culture of political sharing has been practiced in appointments in judiciary, universities, police institutions, in the Rastra Bank and ambassadors by sidelining the significance of seniority and significance," she said, adding that under this situation, it makes no significant impact from the discussions on policies and programmes.     

Deepak Bahadur Singh of RPP said, "We are rich in natural resources and this assets must be utilized to make income generations."In case of the proper utilization of natural resources, it will address the job needs of many youths."     

Rajendra Pandey of CPN (Unified Socialist) pressed the need to bring the budget capable of preventing corruption, promoting good governance, creating jobs, applying IT innovations in each area and promoting the quality of education.     

Ranju Kumari Jha of the Janata Samajbadi Party underlined the need of coordination among the federal, province and local levels to pursue a balanced and positive development.     

Dr CK Raut, the chair of Janamat Party was of the view of handing the responsibilities of carrying out development endeavors to the province and local governments. He proposed the federalized approach in the development model.     

Ganga Ram Chaudhary of Nagarik Unmukti Party demanded the budget for the development of Kailali, Bhajani and Ghodaghodi in the Kailali districts.     

He called for the implementation of the slogan "inclusive development and social justice", as outlined in the principles and priorities of the Bill, in accordance with the vision of a people’s welfare state.     

Rajendra Kumar KC called for prioritizing the balanced development by avoiding the political interest of leaders. He also welcomed the government decision to phase out the ' parliamentary development fund' stating that the fund was largely misappropriated in the past.(RSS)
