'Clear policy stressed for implementation of concurrent rights'

Kathmandu, Sept 5: Minister for Federal Affairs and General Administration Bhagawati Neupane has emphasized on the clear policy for the implementation of concurrent rights bestowed by the Constitution to the federal, province and local levels.     

In her address to the launching of a book entitled 'Gaungaunma Singha Durbar (Singha Durbar in Villages)' in Kathmandu today, she highlighted the challenges surfaced in the implementation of the concurrent rights in lack of clear legislation.     

The minister further stressed the need of making the local governments further powerful and effective to address the challenges emerged in the federalism implementation stage.     

"With assiduous struggle, we were able to establish three tiers of the governments in Nepal. It is the local government through which the people receive services from their nearby units. The Constitution has given some exclusive and concurrent rights to the local level. But, there lacks clarity in the context of the execution of concurrent rights. It needs clarity through the law", she added.     

Minister Neupane also underlined the need to empower the local level with more authorities. She noted that the book would help further strengthen the operations of the local governments while calling all the people's representatives to pay attention to make the local level robust.(RSS)
