Kathmandu, Feb 11: National
Assembly member Garima Shah has expressed satisfaction with her performance in
the upper house of the federal parliament.
In the last three years, she made
utmost efforts to contribute to the parliament, Shah asserted, adding that she
utilized her qualification and competence while working as the National
Assembly member.
Shah is currently the member of the
Public Policy Delegation and Legislation Committee.
According her, the government
employees were found making directive, work procedure and standard to suit
their interests. A separate law is required on delegated legislation. The
lawmakers directed the government to determine the delegated authority by a
particular law, she shared.
The National Assembly member
disclosed that they were perplexed with Committee study- the work procedure and
regulation were given more priority than the act.
Shah, who had the experience of
becoming the House of Representatives member, however, regretted that
enforcement of constitution was weak. Various bills, including the education
bill, civil service bill, and Nepal Police bill were much awaited.
Shah argued the constitution had
clearly delineated the rights among three organs of the state: legislature,
executive and judiciary; however, government (executive) was shadowing the
parliament of late. At a time when the lawmakers are blamed of slow lawmaking,
the government failed to carry out its responsibility of preparing draft bills on
time, she asserted.
As the federalism is a new system,
all sides concerned must pay attention and act responsibly for its effective
enforcement. The intricacies surfaced before its practice requires gradual
untangling, she viewed.
Legal arrangement is equally
essential to make three-tiers of government functional.
"We've written in the
constitution that it will be revised in ten years. So, it is time for
review," she reminded. However, consensus is a key to amendment of constitution,
according to her.
Shah is a leader of the CPN
(Unified Socialist). She is active in politics since 2046BS.
