By A Staff Reporter,Kathmandu, Dec. 21: The Commission for Investigation of Abuse of Authority (CIAA) has given suggestions to the government based on the interaction held on November 22 and 23 with government regulatory agencies and public corporations.
The suggestions include the points regarding implementation of
development projects, tender bidding process, preparation of environment impact assessment (EIA) report, purchase of vehicles and other logistics and reports to be submitted by project consultants.
The commission has suggested legal action against irregularities and rule violations in the functioning of government machineries.
Other suggestions of CIAA include timely auditing, effective service delivery, updating of employee records, appointment of efficient manpower on the basis of necessities, effective monitoring of work performance and formulation of strategic plan on regulation of public corporations.
Extensive study of public corporations about their human resource requirement and curtailing of unnecessary staffs have been suggested.
CIAA has instructed for steps to control hundi money transfer, crypto currency and other illegal transactions. The commission has suggested the government for steps to control corruption, transparency in distribution of university grants, financial irregularities in foreign employment, initial public offering (IPO) share floating, tax evasion, leakage in fuel transportation and storage and upgradation of water supply in Kathmandu.
The commission has asked the government to ensure supply of chemical fertiliser, quality enhancement of Nepal Telecom’s services and transparency in public procurement process.
The CIAA has asked to control the tendency of increasing facilities to employees, bonus distribution, taking meeting allowances in different committees comprising internal staffs only and increasing facilities without the permission of the Finance Ministry by public service enterprises.
It has also asked to control in unnecessary foreign trips, hire unnecessary employees on contract and daily wage basis and appointment of management consultants, legal advisors and communication experts in public corporations.
