Lumbini Province Government decides on adopting frugality

Lumbini, Oct 11: The Lumbini Province Government has taken a special decision to adopt frugality in expenditures.     

The provincial government made the special decision to control expenditures for the current fiscal year, considering the current economic situation of the country and the potential state of resource contraction.     

Today's cabinet meeting of the provincial government decided to instruct its subordinate agencies to implement plans and programmes considering 80 percent of the allocated funds in the current fiscal year's policies and programmes as the maximum limit and to adopt thriftiness.     

The meeting has decided to make additional arrangements in expenditure management, apart from the government's directives, based on the guidance received from the Ministry of Economic Affairs and Planning.     

The meeting has directed the provincial government's subordinate bodies to implement only one of the projects, programmes and activities that have double entries in the budget for the current fiscal year 2025/26 and to withhold the remaining, and to hold back 20 percent of the amount under various headings.     

It has been decided to withhold 20 percent of the allocated budget for projects funded through supplementary grants under the capital expenditure heading, except for multi-year projects and regular road maintenance projects.     

Similarly, the cabinet meeting decided to withhold 20 percent of the allocated budget under the headings of monitoring and evaluation expenses, programme expenses, miscellaneous and office operation expenses, various programme expenses, skill development and public awareness, training and workshop-related expenses, and service consultancy expenses.     

According to the spokesperson of the provincial government and Minister for Agriculture, Land Management and Cooperatives Dinesh Panthi, the cabinet meeting has also decided to form a three-member committee under the coordination of the Chief Secretary to study policy, legal and other reforms and submit a report, keeping in mind the sentiments and essence of the youth to promote good governance in the province.     

The meeting has decided to approve the bill regarding the establishment and operation of the Lumbini Academy, to give consent to present the bill on the management and regulation of hazardous pesticides to the Provincial Assembly, to pass the procedure for the disability prevention and rehabilitation programme, and to approve the Provincial Health Institution Establishment, Operation, Renewal, and Upgradation (Sixth Amendment) Regulations 2025.
