Politicos, former CJ air views on relevancy of constitution amendment

Former Prime Minister Dr Baburam Bhattarai Speaking at a dialogue on 'Constitution Amendment: Regression or Progression' organized by the Rato Jhilko Magazine

Kathmandu, Dec 14: Former Prime Minister Dr Baburam Bhattarai has emphasized the need for a directly elected presidential system to ensure political stability in Nepal.     

 Speaking at a dialogue on 'Constitution Amendment: Regression or Progression' organized by the Rato Jhilko Magazine, he advocated for making the House of Representatives and the Provincial Assembly fully proportional. Bhattarai stressed that the content and procedures of constitutional amendments are important, and these issues should be resolved through dialogue.     

On the occasion former Chief Justice Sushila Karki remarked that the constitution had just completed nine years since its promulgation, and it would be difficult to justify its amendment when it has not been sufficiently utilized or tested. "Despite its linguistic inconsistencies, Karki believes the constitution is sufficient in terms of its content." She added that the constitution is not a final document, and problems will persist until politicians demonstrate good intentions and morality for its implementation.     

NC leader NP Saud advocated for implementing democracy as a way of life, adding that the constitution is incomplete in terms of legal provisions, which has led to various questions regarding its functionality.     

CPN (Maoist Centre) leader Rekha Sharma stated that the constitution, promulgated as a political balance at the time, is relatively more progressive compared to previous ones. However, she stressed that the factors causing political instability need to be assessed before proceeding with amendments, which should focus on progression.     

CPN (UML) leader Dr Binda Pandey stated that the national charter is a dynamic document and can be amended as needed.     

Rastriya Swatantra Party (RSP) Acting Spokesperson Manish Jha stressed that constitutional amendments should not be used as a political tool. He stated that the RSP will accept amendments based on their political agenda and procedures and cooperate with the amendment process.     

The 16th edition of the Magazine compiles opinions from various experts, including former Prime Minister Bhattarai, UML leader Pradeep Gyawali, Janamat Party's C.R. Raut, rights activists Meena Paudel, JB Bishwakarna, and Jyoti Danuwar.(RSS)
