Lower House to convene today

By A Staff Reporter,Kathmandu, June 8: The meeting of the House of Representatives (HoR), which was adjourned on June 2, is scheduled for 11 am Monday.

The HoR meeting was postponed after opposition parties continued their protest, preventing the House from conducting its business.

The opposition parties obstructed the meeting, demanding that Prime Minister Balendra Shah’s statement relating to border dispute be removed from the parliamentary record.

Major opposition parties, including the Nepali Congress, CPN-UML, Nepali Communist Party (NCP), Shram Sanskriti Party, and the Rastriya Prajatantra Party, called for the Prime Minister’s remarks to be deleted from the official records.

Monday’s meeting is expected to discuss important matters, including the budget for the upcoming fiscal year.

Earlier, the parliamentary inquiry committee was formed on June 2 to investigate allegations that some Members of Parliament behaved in an indecent and objectionable manner during the HoR meeting held on June 1. 

The committee has been formed under the coordination of the Federal Parliament Secretary Prakash Adhikari.  It has been tasked with submitting its report within seven days.

The House is scheduled to deliberate on a series of key fiscal and legislative matters on Monday, according to General Secretary of the Federal Parliament Padma Prasad Pandey.

Minister for Finance Dr. Swarnim Wagle, is set to present a proposal, accompanied by a statement, seeking the commencement of a general discussion on the Annual Estimates of Income and Expenditure for the Fiscal Year 2026/27. The House will begin the general discussion on the annual budget, following which the Finance Minister is scheduled to respond to issues and queries raised by lawmakers during the deliberations.

Dr. Wagle is also slated to present motions seeking permission to introduce the Appropriation Bill, 2083, the National Debt Raising Bill, 2083, and the Nepal Rastra Bank (Third Amendment) Bill, 2083.

Following approval, he will formally introduce all three bills in the House, said Pandey. Likewise, Minister for Culture, Tourism and Civil Aviation Khadak Raj Paudel is scheduled to table a motion proposing that the Tourism Bill, 2082, which originated in the National Assembly, be referred to the relevant committee for clause-by-clause consideration.

Similarly, Minister for Youth, Labour and Employment Ramjee Yadav is scheduled to table two international labour instruments, the International Labour Organization's Labour Inspection Convention, 1947 (No. 81), and the Protocol of 2014 to the Forced Labour Convention, 1930 (No. 29).
