Municipal Budget Priorities

Most of the local bodies, considered the engine of grassroots democracy, Monday unveiled their budgets for the fiscal year 2024/25 B.S., prioritising infrastructure, publish services, mobilisation of local resources, waste management and employment generation, among others. The local governments are obliged to present their annual outlays by Asar 10 every year as per the provision of the constitution. Their estimates of incomes and expenditures aim to promote local business and sustainable growth, and harness natural resources so as to bring substantial changes to the life of the people. These budgets, ranging from Kathmandu Metropolitan City’s (KMC) substantial Rs. 25.70 billion to Siddharthanagar’s modest Rs. 1.04 billion, reflect diverse strategies of local levels striving to achieve fiscal autonomy. As they are closest to the citizens in terms of understanding local problems and finding their solutions, their budgets play a significant role in shaping the quality of life in villages and urban centres as well. 


Kathmandu Metropolitan City (KMC) leads the pack with its ambitious budget, focusing on infrastructure development, job creation, and heritage conservation. With an increase of Rs. 1.62 billion from the previous year, KMC aims to bolster its reserves significantly, emphasising financial sustainability alongside development goals. Such initiatives are essential in a city grappling with rapid urbanisation and the need for modern amenities while preserving its cultural heritage. In contrast, smaller metropolises like Birgunj face tighter fiscal constraints, highlighting the challenges of balancing expenditures with revenue streams. Despite a reduction in budget size, Birgunj Metropolitan City remains committed to infrastructure investments and operational efficiency.


Cities like Pokhara and Lalitpur have accorded priority to tourism promotion and cultural preservation, respectively, leveraging their natural and historical assets to spur economic progress. Their policies not only aim to attract visitors but also enhance local infrastructure and community well-being, aligning with broader developmental goals. Similarly, municipalities like Bharatpur emphasise self-reliance and environmental sustainability, focusing on education, health, and eco-friendly infrastructure. This approach reflects a forward-thinking strategy to address regional disparities and ensure long-term resilience in the face of environmental challenges.


However, common challenges persist across all municipalities. Heavy reliance on federal and provincial grants exposes cities to funding uncertainties, which highlights the need for enhanced revenue generation and economic independence. Innovative approaches to taxation and public-private partnerships are crucial to diversifying revenue streams and mitigating financial risks. The effectiveness of these budgets hinges on transparent governance, efficient resource allocation, and community engagement. Ensuring that budgetary allocations translate into tangible benefits for all residents is essential for fostering trust and inclusivity within local governance frameworks. The upcoming fiscal year presents an opportunity for municipalities to reevaluate their strategies in light of evolving socio-economic dynamics. 


It is crucial for them to adopt adaptive budgeting practices that account for uncertainties like any kind of pandemic and its economic repercussions. Flexibility in financial planning, coupled with robust risk management frameworks, will be essential in navigating future challenges. While the unveiled budgets highlight commendable efforts and aspirations, there is a pressing need for pragmatic reforms. Municipalities must give emphasis on sustainable development, employment opportunities, and equitable service delivery. Collaboration between local governments, federal authorities, and community stakeholders can pave the way for resilient municipal futures. It is essential to ensure that every citizen benefits from inclusive growth and an enhanced quality of life.
