EC’s code of conduct not practical: NC spokesperson

Kathmandu, Sept 28 : Nepali Congress has said that the President had violated the constitution by not  authenticating the citizenship bill within the given time even  after it was endorsed by both the Houses of parliament twice.

Organising a press meet at the party central office, Sanepa, Lalitpur on Tuesday, NC spokesman Dr. Prakash Sharan Mahat said that due to the President’s unconstitutional  move, Nepali people are barred from exercising their constitutional rights to receive the citizenship certificates while  her act was an attack on people’s sovereignty, constitutional supremacy and fundamental  democratic norms provisioned in the constitution.

 Dr. Mahat also informed that the party was busy preparing its manifesto for the November 20 election by forming a manifesto  preparation committee. Dr. Mahat further said that the election code of conduct issued by the Election Commission was not practical.

He said  that the provision of not allowing the Prime Minister and ministers to address the election rallies beyond their constituencies was not practical as stated even by the main opposition party. 

He said that his party believed that the EC would correct the impractical provisions like preventing the Prime Minister from touring the country to garner public support in the election. 

Dr. Mahat also said  that the party was closely watching the activities of the rival group led by its leader Dr. Shekhar Koirala.

He said that the closed list of proportional representatives (PR) candidates was prepared in consensus.

Stating that the closed list was not prepared by favouring any faction, he said that the current protests of the Koirala faction were not in the interest of the NC and totally unnecessary.

 “The closed list was prepared and submitted to the EC in the consent of NC office bearers, former office bearers and members of the parliamentary board. The list also contains some errors. We have not prepared it by favouring a certain faction and ignoring the other. The allegation that the closed list was prepared unilaterally is completely false,” he said.
