According to the disaster preparedness and response plan prepared by the District Disaster Management Committee, Jhapa, based on the Disaster Preparedness Plan-2081 B.S., four local levels of Jhapa are at high risk and four additional are at risk partially. The District Disaster Management Committee has made necessary preparations in coordination with municipalities at high and partial risk to mitigate the potential problems. Jhapa Rural Municipality, Kachankawal Rural Municipality, Bahradashi Rural Municipality and Gaurigunj Rural Municipality are at high risk of floods, according to Lok Raj Dhakal, Chairman of the Nepal Red Cross Society, Jhapa, and member of the District Disaster Management Committee. With the onset of the monsoon, these municipalities are also at risk of inundation.
The Department of Hydrology and Meteorology has said that the monsoon is likely to enter Bagmati Province, including Kathmandu Valley, on Thursday. Even though the monsoon clouds entered the country from eastern Nepal on June 10, three days ahead of the usual onset date, they are not spreading throughout the country because of the presence of westerly winds in the western part of the country. According to Saroj Pudasaini, a meteorologist at the Meteorological Forecasting Division, it used to take one week to 10 days for the monsoon to spread throughout the country from the eastern part, but this time, it is taking longer time due to the influence of westerly winds. “There should be a dominant eastern wind to spread the monsoon throughout the country, but this time, due to the weakness of the 850 hectopascal (hPa) level, which is used to measure atmospheric pressure, it is taking longer for the monsoon to reach the western part of the country,” Pudasaini said.
Kalpana Sunar, a 37-year-old mother at the Ujyalo Alternative School in Mangalaghat, Beni Bazaar, has developed a keen interest in computers and can easily type in both Nepali and English. Similarly, Sabina Darji from Lamakheti of Jaljala Rural Municipality-4 in Parbat district, who had to drop out of school after marrying young, is also learning to type in Nepali and English. Not only Kalpana and Sabina, but 10 out of the 40 mothers studying at Ujyalo Alternative School have also become proficient in using computers. Kalpana said, “One must learn to use computers for personal use. Due to the development of information technology, it has become essential to operate a computer. I thought I would never be able to use a computer in my life, but I dared to learn and now I can use it a little.” She said that she could type in Nepali and English within a week of starting to learn computers. Sabina, a 30-year-old studying in grade 8, can also type in Nepali and English. She said, “I got married at a young age and dropped out after grade 7. Even though I wanted to study, there was no conducive environment at home. Now I understand the importance of education and have enrolled in grade 8 here. My wish is to type well in Nepali and English and learn computers.”
