By A Staff Reporter,Kathmandu, May 20: Nepal Police Headquarters (NPHQ) has unveiled its new three-year strategic plan (2026-28), setting out an ambitious roadmap to transform the institution into one that is more trustworthy, responsible, and dependable.
The plan is themed "Transformation of Policing Through Innovation, Integrity and Responsiveness" and places citizen-centric service and technology-friendly reform at its core. Amidst a special function, Inspector General of Police (IGP) Dan Bahadur Karki on Tuesday unveiled the strategic plan. Previously, there was another strategy plan introduced in the headquarters which last until 2026 from 2024 during the term of former IGPs Basanta Bahadur Kunwar and Chandra Kuber Khapung.
Addressing the ceremony, IGP Karki, “The strategic vision aims to establish Nepal Police as an accountable and reliable organisation through a commitment to human rights, high professionalism, and strengthened community partnerships.”
The development of the plan followed a detailed review of police-related laws and documents, alongside a SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis of the organisation, said IGP Karki.
Under the new strategic plan, Nepal Police will pursue seven strategic areas through 36 transformative strategies and 19 major programmes, said DIG Rajendra Prasada Bhatta, while giving presentation on the strategic plan.
The plan will come into effect from first week of October, 2026, said DIG Bhatta.
The short-term objectives for the upcoming period focus on strengthening Nepal Police through comprehensive policy and legal reforms.
Through the new plan, the organisation aims to institutionalise and further enhance community policing cooperation, ensuring closer collaboration with local communities in maintaining law and order, explained DIG Bhatta.
It also prioritises the development of problem-based and forecast-driven crime prevention and control systems to enable more proactive policing.
Another key objective is the introduction of service-specific job descriptions alongside a performance-based career development system for police personnel. This is expected to improve clarity in roles and responsibilities while encouraging merit-based professional growth.
In addition, the Nepal Police plans to enhance the specialisation of crime investigation and other policing functions, while simultaneously strengthening basic operational capacities across all units, according to the plan.
Improving the efficiency and effectiveness of police administration and service delivery systems is also a central priority. Alongside this, the organisation intends to develop and implement scientific standards for supervision, monitoring, and evaluation, ensuring that performance is measured in a more systematic and evidence-based manner.
By maximising the use of technology and reinforcing partnerships with the community, Nepal Police aim to make its services more problem solving-oriented, transparent, and result-driven over the next three years.
The long-term objectives of the plan focus on promoting good governance by improving peace and order in society, enhancing access to justice, and raising the standard of police service delivery.
The plan also aim to increase public trust and satisfaction through a transparent police system. In addition, emphasis is placed on improving the effectiveness of crime prevention, control, and investigation. The objectives further include developing skilled, ethical, and motivated human resources, as well as strengthening infrastructure and creating a better working environment.
The previous plan, which set 13 major goals, 40 operational objectives and 207 activities but achieved an overall success rate of 94.72 per cent.
