IGP Poudyal pledges policy driven leadership

By A Staff Reporter,Kathmandu, May 5: Newly appointed Inspector General of the Armed Police Force, Nepal, Narayan Dutta Poudyal, has pledged to lead the organisation based on policy rather than individuals.

Speaking after receiving his insignia of the IGP from Home Secretary Raj Kumar Shrestha at the Ministry of Home Affairs on Monday morning, IGP Poudyal made the commitment during his address.

“We will prioritise the welfare and career development of personnel at all ranks. By strengthening human resource development and utilising modern technology, we will adopt a result-oriented working style to promote good governance and a development-friendly environment. I reiterate my commitment that the organisation will be run by policy, not by individuals,” he said.

He also stressed the need to further strengthen border security. “Strategic action plans have been prepared to reinforce border security and to strengthen the organisation institutionally, structurally and at the policy level. These are now in the implementation phase. I am confident of receiving support from the Ministry of Home Affairs,” Poudyal added.

Expressing gratitude, Poudyal thanked the government of Nepal and the Ministry of Home Affairs for entrusting him with the prestigious role of Inspector General.

He said that the position carries responsibilities beyond organisational leadership, including safeguarding national security, maintaining border security, ensuring peace and good governance, protecting citizens’ lives, property and freedoms, managing disasters, and effectively implementing responsibilities assigned by the government.

Highlighting the responsibility to meet public expectations, Poudyal pledged to carry out his duties with honesty, integrity, impartiality and determination, placing the Constitution, the law, national interest, organisational dignity and public expectations at the centre of his work.

He further added that the organisation would take effective steps to make its service delivery timely and accountable in line with the government’s 100-point governance reform plan.

Poudyal also expressed expectations for constructive support from the government of Nepal and the Ministry of Home Affairs in ensuring clear legal provisions defining duties and authority under various federal laws, advancing organisational modernisation, ensuring adequate resources, and providing timely guidance.

On the occasion, Home Secretary Raj Kumar Shrestha instructed the organisation to enhance professional competence and capacity, and to ensure that transfers and promotions are fair and predictable. He expressed confidence that effective management of both the transfer system and career development would reduce dissatisfaction and grievances.

He also directed the Armed Police Force Nepal to remain prepared for rescue, management and relief operations during monsoon-related disasters.
