Kathmandu, April 15: The central committee member of the Nepali Communist Party, Dr Dipendra Rokaya, has submitted a 64-point memorandum to the government asking to prioritise the overall development of Humla district.
Dr Rokaya, the former member of the Karnali Provincial Planning Commission, argued that the district of Humla is made a symbol of underdevelopment due to the frequent carelessness of the government.
Dr Rokaya said, "Humla, which is at the bottom in terms of social justices should now be kept at the top priority."
Dr Rokaya submitted his memorandum to the Office of the Prime Minister and the Ministry of Finance stating that the government should genuinely address the key concerns of Humla in its upcoming fiscal year's policy and programmes.
In his memorandum paper, Dr Rokaya has asked to upgrade the Pilu-Tumcha, Chharya-Simkot, Simkot-Hilsa road sections, ensure power supply through the national grid and ensure access to optical fibre in all local levels in the district.
Likewise, Dr Rokaya has demanded the establishment of the Mountainous Region Development Authority, a quarantine facility in Hilsa and a dry port in Yari customs point, which he said would develop the district as a hub for regional trade and mobility.
Furthermore, he has called the federal government to facilitate the development of Humla Karnali Hydropower Project-I and II, supply the power generated from small hydropower projects to the national grid and end power outage in the district headquarters, Simkot, through solar energy. (RSS)
