By Arjun Karki, Baglung, Feb.28: President of Nepali Congress Gagan Kumar Thapa has said that legal and policy reforms are necessary to address delays in road construction rather than making extreme statements such as hanging contractors.
Addressing a mass gathering organized by Nepali Congress Constituency-1 in Baglung District on Friday, Thapa emphasized that 41 laws need to be amended to ensure that road construction projects are completed on time.
Expressing dissatisfaction over delays in development projects, he said that all parties involved share responsibility for the slow progress in road construction.
Thapa stated that he has been working for the past seven years on preparing proposals for legal amendments.
“It is easy to say that someone should be beaten or hanged, but such actions will not move the country forward,” he said.
He also mentioned that cooperation among Parliament, political parties, and different levels of government is necessary for constitutional amendments.
According to him, rather than debating between new and old systems, the focus should be on preserving the good aspects and improving the weak ones.
Highlighting the expectations of the younger generation, Thapa said political parties must be able to create employment opportunities and provide a working environment where youth can contribute productively.
Thapa noted that the upcoming elections will take place under unusual circumstances, reminding the audience that the country has suffered significant losses of life and property.
He acknowledged that in recent years political parties have been largely occupied with forming and maintaining governments, and said that all parties, including the Nepali Congress, share responsibility for this situation.
Expressing commitment to make the next five years a period of good governance and progress, Thapa said the assets of prime ministers and ministers who have served since 1990 (2046 B.S.) and various corruption scandals will be investigated. He added that the investigation would begin from within the Nepali Congress itself.
Finally, Thapa urged youths to remain cautious of hatred and provocation spread on social media, emphasizing that the country can only move forward through dialogue and cooperation.
