Effort to spread hatred will be controlled: PM

By A Staff Reporter,Kathmandu, Feb. 28: Prime Minister KP Sharma Oli has said that efforts to spread politics of hatred and create distrust within families by undermining social norms will be controlled.

Speaking at the inauguration of an international conference on digital crimes organised by the Office of the Attorney General here on Thursday, Prime Minister Oli emphasised that digital technology should be utilised for human well-being and prosperity. 

He noted that laws have been introduced to curb anarchy that distorts society under the guise of exercising rights. Clarifying that the government would not formulate any law that restricts the right to use social media, he mentioned that a review of the constitution, which has been in implementation for ten years, will be conducted, and necessary amendments would be made.

Highlighting that no country’s individual efforts alone can effectively control crime in the digital era, the Prime Minister underscored the need for international cooperation and exchange in this regard. 

He pointed out that crimes could occur with or without the use of digital technology, and international collaboration facilitated by electronic technology would ease crime investigations and control. Prime Minister Oli further said that science and technology have provided convenience and comfort to humanity but have also posed challenges for crime control in civilised societies due to their misuse. 

He reaffirmed the government’s commitment to ensuring that all humankind benefits from democracy.

“The 21st century has brought forth numerous innovations, but their misuse has also taken place. Organised efforts have been made in criminal activities. We must create circumstances where crimes cannot occur through AI and digital technology, and if they do, we must conduct objective investigations and ensure fair justice,” the Prime Minister said. 

“Digital technology is not only being used constructively but is also being misused for criminal activities. I believe conferences like this will play a role in preventing crimes and ensuring effective justice.”

The Prime Minister further asserted that achieving good governance and enabling people to exercise their social and economic rights are crucial for attaining the national goal of a prosperous Nepal and happy Nepali. 

However, he stressed that none of these rights should be misused.

“Development has taken place, but we are not satisfied with the current level of progress. We cannot achieve good governance and prosperity through any form of irregularity,” the Prime Minister said. 

“We aim to move forward to ensure that people are provided with both biological and fundamental rights in every possible way. We seek a complete democracy. All our social arrangements must ensure human well-being and easy access to services,” he said. 

“We will make our efforts to free the nation from backwardness successful,” he affirmed.

Speaking at the event, Attorney General Ramesh Badal highlighted that the number of crimes committed through digital means is increasing, with the misuse of social media, digital fraud, financial crimes, and data security emerging as significant challenges.

The event was attended by the Prime Minister’s Chief Adviser Bishnu Prasad Rimal, Senior Justice of the Supreme Court Sapana Pradhan Malla, Chief Commissioner of the Commission for the Investigation of Abuse of Authority Prem Kumar Rai, and Shenaz Muzaffer, General Counsel of the International Association of Prosecutors, among others.
