'Needy should be brought on board, not allowing the creamy layers to benefit from inclusion'

Kathmandu, Jan 12: Office-bearers of the Constitutional Commission have suggested that the needy ones should be brought on board, not allowing the creamy layers to benefit from the inclusion.     

In the meeting of Good Governance and State Affairs Committee of the House of Representatives held at Singha Durbar on Sunday, they stressed the need of paying attention on qualifications for political appointments and constitutional commissions.     

On the occasion, Chairperson of the National Women Commission, Kamala Parajuli, advocated for meritocracy in the selection of civil employees and political appointees.     

Similarly, Chairperson of the National Dalit Commission, Dev Raj Bishwokarma, laid emphasis on the need of making civil service bill inclusive, mentioning that civil service bill is the important legal instrument to deploy civil servants to serve the nation.     

Chairperson of National Indigenous Nationalities Commission, Ram Bahadur Thapa, argued that there is no representation of such class and communities in civil service as per the arrangement made with the expectation of representation of such communities while Chairperson of Tharu Commission, Bishnu Prasad Chaudhary pointed out the need of making inclusive system effective.     

Likewise, Chairperson of Muslim Commission, Samim Miya Ansari, shared that Muslim Community has faced challenges due to lack of the Civil Service Act.
