'School Education Bill, Civil Service Act, Police Adjustment Bill should be promulgated soon'

Patan (Lalitpur), Dec 19: Speaker Devraj Ghimire has said the parliament is ardently for promulgating the School Education Bill and the Civil Service Act and Police Adjustment Bill at the earliest.     

At a seminar 'Strengthening provincial and local governance and Inclusive Economic Development' jointly organized by Nepal Administrative Staff College and Governance Lab here today, Speaker Ghimire shared that these bills are essential for successful implementation of federal governance system.     

He mentioned that all three tier of governments have been carrying out activities to achieve common objective if country's sustainable development by formulating policies and implementing them.     

Laying emphasis on effective implementation of federalism-related laws, the Speaker argued that holding discussion about necessity of review of constitution in the context of one decade of implementation of constitution is natural.     

He expressed the view that it was necessary to hold discussion about constitutional and legal provision in order to keep the constitution alive and relevant.     

Similarly, Chief Secretary Eaknarayan Aryal stressed on the need of adopting the positive aspects to achieve the government's goal of 'Prosperous Nepal, Happy Nepali' to maintain good governance in country's public administration.     

He shared that arrangement should be made to collaborate with private sector as per constitution's sentiment in policies and programmes to be introduced by the federal government for coming fiscal year.     

Likewise, senior vice-president of Federation of Nepalese Chambers of Commerce and Industry, Anjan Kumar Shrestha said discussion should be held on the issue of open market and three-pillar policy, laying emphasis on the need of implementing policies helping to achieve economic prosperity by incorporating private sector in present.     

Chairperson of Nepal Administrative Staff College, Dr Rajan Khanal, mentioned that the seminar was organized with an objective of helping in administrative reform and good governance promotion through the medium of discussion among different academic organizations and organisations active in study and research.
