‘Bill outlined to manage legislation should be pro-people’

Kathmandu, Aug 16: Parliamentarians have stressed that the bill outline to manage legislation should be people-oriented.     

In a meeting of the Law, Justice and human Rights Committee under the House of Representatives (HoR) today, most of the lawmakers proposing amendment said the bill outlined to manage legislation should not only be government-focused but should open spaces for all stakeholders to table bill.     

Minister for Law, Justice and Parliamentary Affairs Ajaya Kumar Chaurasiya said consultations were made with the stakeholders and concerned sides over the legislation management bill and expressed his positive opinion to the views of amenders.     

Lawmaker Gagan Kumar Thapa stressed the need to add provisions related to public participation to the bill prepared to manage the legislation and the delegation law should be well-arranged in the bill.     

Lawmaker Biraj Bhakta Shrestha drew attention to the non-governmental issues in the bill and said that environmental protection should also be mentioned compulsorily in the legislation.     

Lawmaker Ganesh Parajuli said although many laws were enacted by the government, there was a lack of agencies to monitor their execution aspects.     

He pointed out the need to set up a Law Investigation Commission as a separate body to monitor and evaluate the bill.     

Lawmaker Nisha Dangi stressed the need to disclose all the legislations published in the gazette compulsorily on the website of the concerned ministry.     

In the meeting, only eight out of 18 amendment proposers had presented the amendment proposal on the bill.     

Committee President Bimala Subedi said remaining amendments would be allowed to be presented in the next meeting.(RSS)
