PM Prachanda stresses performance-based evaluation system

By A Staff Reporter,Kathmandu, June 13: Prime Minister Pushpa Kamal Dahal ‘Prachanda’, has issued directives to the concerned government officials to develop and implement a performance-based evaluation system with performance indicators for all civil servants starting from the next financial year.

During the 3rd quarterly progress review and Ministry-level Development Problem Solving Committee (MDAC) meeting at Singh Durbar on Wednesday, Prime Minister Prachanda emphasised the need for a transformation in both performance and behaviour of all civil servants. 

“Considering the given responsibilities of the Office of the Prime Minister and Council of Ministers, I urge everyone to prioritise honesty and efficiency in their work,” said Prime Minister Prachanda.

“To transform this office into a true hub of governmental affairs, it’s not merely about lip service, it’s imperative to elevate the performance and  behaviour of all,” said the Prime Minister.

He emphasised the need for special attention to be given to the implementation of remaining programmes and activities of the current financial year, aiming to make 100 per cent achievements. 

Additionally, he directed to ensure timely preparatory work for the effective implementation of policies, programmes, and the budget for the fiscal year 2024/25.

Prime Minister Prachanda highlighted the active role of the civil servants in attaining results aligned with set goals within designated timelines. 

He emphasised the need to enhance employees’ skills in line with their respective roles while also boosting motivation and morale.

Highlighting the imperative to set national standards for the performance, results, and quality of the Office of the Council of Ministers and its subordinate bodies, Prime Minister Prachanda highlighted the importance of focusing on the overall image and progress of the country’s central secretariat. 

Stressing the need to transform the office of the Prime Minister and the Council of Ministers into a hub for utilising expertise and capacity, 

rather than as an entity with excessive staffing, the Prime Minister directed the chief secretary and secretaries to take necessary actions in this regard, particularly assuming a leadership role.

Underlining the importance of establishing an efficient monitoring and evaluation system, Prime Minister Prachanda stressed the need for timely implementation of plans and programmes. 

He stressed the significance of the evaluation system in providing timely information, conducting in-depth analysis, and facilitating necessary interventions for problem-solving.

Prime Minister Prachanda said, “While there is no cause for disappointment with our overall performance, it’s evident that greater effort is required to fully accomplish the set programmes, milestones and indicators.”

For effective implementation and monitoring, heads of offices and subordinate agencies should prepare and execute a specialised plan, he added.
