Kathmandu, May 20: Minister for Federal Affairs and General Administration Amanlal Modi has underlined the need of coordination and collaboration among three tiers of governments.
Minister Modi expressed his confidence that collaboration, co-existence and partnership among the local, provincial and federal governments would significantly contribute to the successful implementation of federalism.
At a workshop organized by the ministry for the Province and Local Governance Support Programme (PLGSP), he called for support from all responsible sides for the implementation of federalism which was in its formative stage.
'The government is putting its serious efforts for federalism implementation. People should be provided with services and facilities by strengthening the notion of co-existence, coordination and cooperation among the three tiers as per the letter and spirit of the constitution", the minister added.
Performance has not been made as anticipated by the people due to lack of necessary coordination and collaboration among three tiers of governments, he said, highlighting the need of fixing such problems and taking strides.
PLGSP has been in implementation with focus on promoting good governance, including initiatives on federalism and fiscal decentralization and is gaining effectiveness in regard to federalism implementation.
Also speaking on the occasion, former Chief Justice Kalyan Shrestha said as it was equal responsibility of all sides for the implementation of federalism there was no option but to make headways for its execution by resolving problems surfaced.
He underscored the need of timely management of technical and administrative complications in regard to the operation of governments of three tiers.
"People are seeking the Singha Durbar in their village or settlement. In line with this, the constitution has made arrangement of federal governance system. All three tiers of governments should seriously engage for the effective implementation of federalism by averting the challenges coming to the fore", Shrestha noted.
He stressed the urgency of collaboration and coordination among all three tiers in regard to the implementation of fundamental rights, formulation of acts, budget management and staff management, among others.
Likewise, Ministry Secretary Dr Krishna Hari Pushkar also echoed the need of promoting collaboration, co-existence and partnership among the three tiers of governments. He also spoke the importance of delineating the roles and responsibilities of the governments and properly managing the potential conflicts among them.
He also stressed the need to make the mechanisms such as province coordination council to make the inter-government relations effective.
As there has been the prevalence of inter-relations among the federal, provincial and local levels on political, administrative, fiscal, legal and disaster management, all sides should work together to manage the problems surfaced in the relationships, he added.
Secretaries of the Office of Prime Minister and Council of Ministers, Koshi, Madhes, Bagmati, Lumbini, Karnali and Sudurpaschim Provinces have laid emphasis on collaboration and coordination among the three tiers on political, administrative, fiscal, legal and disaster risk reduction related affairs.
