Process begins for amending time limitation on rape case: Sharma

By A Staff Reporter Kathmandu, May 24: Minister for Law, Justice and Parliamentary Affairs Govinda Sharma Bandi Monday said that he had discussed with the Law Commission on Monday what amendments could be made in the law to take action against the perpetrators of rape against women. 

Speaking at a meeting of the Women and Social Affairs Committee of the House of Representatives, Minister Sharma informed that the government is committed to amend the law.
Committee Chairperson Niru Devi Pal directed to amend the law as soon as possible by holding discussions and coordination among the stakeholders including women, law, Prime Minister's Office and the Office of the Council of Ministers. 
The Committee meeting held today has drawn the attention of the government to implement the provision of legal action against the rapist.
In the meeting, MPs Pushpa Bhusal, Binakumari Shrestha, Bimala BK, Anita Devkota, Bimala Rai Poudel, Pramila Kumari, Binda Pandey, Amrita Thapa, Dhruv Kumar Shahi, Laxmi Pariyar, Narayan Khatiwada, Anjana Bisankhe, Hira Gurung, Thammaya Thapa and others viewed that the time limitation in the statute of rape case was not practical and stressed on the need to amend it. On the occasion, Secretary at the Ministry of Home Affairs Tek Narayan Pandey expressed his commitment to bring the culprit to justice.
“Manoj Kumar Pandey Jaisi, a rape accused, arrested on Saturday, will be filed a charge sheet under Human Trafficking and Transportation Control Act, 2007."
Home Secretary Pandey has informed that Manoj Kumar Jaisi, a permanent resident of Bandganga Municipality-2, Kapilvastu, who is accused of raping a girl participating in the name of global modeling championship in Kathmandu eight years back, is being produced in court soon after completing the investigation.
The incident of rape that took place in 2014 was made public by a girl on May 18. Alleged rapist Jaisi has been arrested from Swoyambhu area on May 21. At the Committee meeting on Monday, Home Secretary Pandey said, "Police have been informed that another victim has also come in contact alleging Jaisi as a rapist."
Home Secretary Pandey said that there is no such statute of time limitation when the case proceeded ahead under the Human Trafficking 
charge rather than taking it ahead as the rape case.
