BY ANIIL PARAJULI,Hetauda, Oct. 8: The Commission for the Investigation of Abuse of Authority (CIAA), Hetauda Office, resolved 1,942 complaints during the last fiscal year 2024/25, out of a total of 2,763 cases registered from its 11 working districts.
According to the CIAA Hetauda Office, 1,849 new complaints were received through various channels during the fiscal year, while 914 were carried over from the previous year. Of the total cases, around 70 per cent have been settled, leaving 821 still under review.
Office Chief Ramkrishna Pudasaini said the highest number of complaints came from Rautahat district with 750 cases, followed by Bara (736), Parsa (570), Makwanpur (372), Chitwan (290), Dhading (17), Dolakha (13), Kavrepalanchok (6), Sindhupalchok (4), and Nuwakot (3). Only two complaints were registered from Rasuwa, the lowest among all districts. Bara alone still has 241 unresolved cases.
Most of the complaints were related to local governments. Of the total, 1,943 cases concern local levels, 474 relate to provincial offices, and 346 were linked with federal government bodies. Among them, 1,358 local-level, 339 provincial-level, and 245 federal-level complaints have already been settled.
In terms of sectoral breakdown, the highest number of cases at 1,469 were linked to local government (federal affairs), followed by 472 related to local education, 177 under the Provincial Ministry of Physical Infrastructure Development, 130 involving the Ministry of Land Management, Cooperatives and Poverty Alleviation, 63 under the Ministry of Forests, and 455 concerning other sectors.
According to the CIAA, most complaints and charges filed involve acts of corruption such as bribery, illegal personal gain, misuse of public property, accumulation of illegal wealth, forgery of academic credentials, misappropriation of government funds, revenue leakage, document manipulation, and exam result tampering.In the first two months of the current fiscal year 2025/26, the CIAA Hetauda Office registered 245 new complaints. Of these, 170 were filed in the month of Shrawan (July/August) and 75 in Bhadra (August/September).
During Shrawan, four complaints were lodged via the CIAA website, 44 through email, seven by phone, 65 through written petitions, five based on newspaper reports, and 44 via postal service. In Bhadra, two complaints came through the website, 27 via email, one by phone, 24 through written applications, one through a newspaper, and 20 through postal service.
Information Officer Pratibha Rai said most of the recent complaints were related to local governments, transportation offices, and land revenue offices.
Complaints were received through various channels including Facebook, newspapers, the CIAA website, Viber, postal mail, email, mobile app, Hello Sarkar platform, telephone, the National Vigilance Centre, the Chief District Officer, and direct written submissions. Among these, written, email, and postal complaints are the most common, according to the commission’s data.
The CIAA Hetauda Office covers 11 districts including Rautahat, Bara, Parsa, Makwanpur, Chitwan, Dhading, Rasuwa, Nuwakot, Sindhupalchowk, Kavrepalanchowk, and Dolakha.
