Patan (Lalitpur), March 19: Nepali Congress President and former Prime Minister Sher Bahadur Deuba has stressed the need for protecting the present constitution, as it was built on inclusive proportional system.
Addressing a programme organized by party's Professional and Intellectual Department and the Democratic Lawyers' Association at party office, Lalitpur on Wednesday, NC President Deuba said although present constitutional provision makes it difficult to secure any party's majority in parliament, it has given opportunity for women to secure the top most position of governance. The NC President was handed over a recommendation report prepared out of the interactions the Department organized in seven provinces.
"We've the best constitution. It is inclusive and proportional," he reminded, adding that it is not the party's fault but of the constitutional provision to not have majority of seats in the parliament. So, we need to work hard to secure majority of votes on our own, he added.
He observed that the suggestion furnished to the party would be significant because people's perspectives have been reflected on it.
On the occasion, Nepali Congress President in Bagmati Province, Indra Bahadur Baniya, said it was essential to correct weaknesses in constitution to ensure stability in country.
Former Chair of the administrative court, Kashiraj Dahal, said there was confusion on the rights mentioned in the constitution's schedules. "It is better to have fully proportional system for making National Assembly effective. Appointments in all constitutional organs need to be inclusive," he suggested.
Department Chief Dr Dila Sangraula underlined the need for addressing the challenges surfaced in implementation of constitution. The suggestions on constitution implementation were handed to the party and also made public, she shared.
Sangraula shared some of the suggestions the Department received like reconsidering spending on federal structure, making the country a Hindu State with religious freedom, increasing women participation, ensuring competition among women in direct election, cutting down number of constituencies and local levels and making federal government responsible for education and health.(RSS)
