Law drafting process itself is rigorous: CM Karki

Biratnagar, June 30: Chief Minister of Koshi Province Hikmat Kumar Karki has said that the role of statistics is important in policy and planning.     

He said this while inaugurating the province-level symposium on 'Study and Review of Laws Enacted in Koshi Province and Collection of Draft Suggestions for Statistics, Acts and Regulations' organized by the Faculty of Law of the Purbanchal University here today.     

He added that the law drafting and enacting process is complex. However, the province government was effortful in this area despite human and financial crunch. He added that the provincial government has not been able to draft important laws due to the 'non-cooperation' of the federal government.     

The Chief Minister said that when the provincial government has succeeded in enacting 60 laws and 24 regulations, the provincial government has agreed to review all the laws and give suggestions by the University in order to find out what is lacking in this law and how it can be improved.     

Secretary of the Office of the Chief Minister and Council of Ministers, Bishnu Paudel, expressed the opinion that the programme would help in law making process. Senior Advocate Dilli Bahadur Karki and Advocate Bikas Thapa spoke on the drafting of the Koshi State Statistics Act and Dr Rudra Sharma of the Faculty of Law, at the University, presented a report regarding the study and review of laws enacted at the province level.     

The secretaries of all ministries, chairpersons of thematic committees, the chief attorney, and legal practitioners had participated in the event. (RSS)
