By TRN Online, Kathmandu, Feb 9: Prime Minister Pushpa Kamal Dahal ‘Prachanda’ has said that the process of making a drastic change in the budget system of the country has begun.
In a discussion programme with experts in planning and development at the Office of the Prime Minister and Council of Ministers at Singha Durbar on Friday, PM Prachanda said that the traditional budget system is a hindrance to the development of the country.
Saying that the budget of every new fiscal year comes as a photocopy of the old pattern of the budget system, PM Prachanda said that the process of making a budget as the forthcoming public discussion has started.
The PM stressed centralizing the solution along with discussion about policies and programs, formulation of the budget with all respective sectors and then forming the budget as per priority.
Mentioning that the questions raised by the experts amid the discussions are important, PM Prachanda said that the discussion was organized as a part of the process to rectify plans and policies, budget policy, framework and schedule.
PM Prachanda said, “We can reach the destination by centralizing the conscience and intellect of all. We must think about drastic changes in all sectors. We will create a conducive environment where the plans and policies and budget formation will be a national discussion and subsequent solutions get addressed.”

The plans and policies will be presented amongst the experts, and people’s representatives. The respected President will read it in the Parliament after the final look where all opinions and solutions will be incorporated.
Mentioning that the government is taking the lead when numerous attempts are being made to raise questions about the economic crisis and federalism, the PM said that it is his responsibility of to solve the problem.
The PM said, “I become the Prime Minister of the country at times of crisis. I have been making efforts to free the country from crisis. We have had a discussion to make all three tiers of government effective. The management cannot stand strong without making the Provincial and local levels strong. We are serious. We need to be able to leap.”
