He was very concerned and enthusiastic about implementation of constitution apart from its implementation," Nepal said recalling Nembang.

Nepal, also former Prime Minister, said that Nembang firmly held the viewpoint that we should always create an environment of consensus and understanding in politics and his death had incurred a huge loss to entire democratic movement, communist movement and movements for change.

Furthermore, Nepal assessed that Nembang's ability in promulgation of constitution and running the House was exemplary."Very few persons possesses the capability of Nembang who delivered exceptionally well in promulgation and management of constitution. He was friendly, decent, patient, soft-spoken and tolerant as well as he had ability to convince anyone."
