Kathmandu, March 16 :Minister for Communications and Information Technology Rekha Sharma has said that the Federal government will not hesitate in making the delegation of power as prescribed by the constitution and law to the provinces.
In an interaction organized by the Ministry on Thursday, she said the budget, policy and programmes of the CIT sector shall be developed in coordination with the provinces. She also called for collaboration in simplifying the delivery of public services by giving priority to the expansion of the information technology sector.
During the interaction, discussion was held on ways to find a solution to the complexity seen in the sharing and implementation of power in the field of information and communication at the provincial level.
On the occasion, Minister of Internal Affairs and Law of Bagmati Province, Ganga Narayan Shrestha said that the federal and the provincial units are confused over the implementation of the concurrent list of power in the schedule of the constitution and suggested resolving the matter through mutual dialogue.
Likewise, Minister of Internal Affairs and Law of Lumbini Province, Krishna KC, said law making, lack of staff and uniformity in understanding continue to remain as problems for the provinces.
During the interaction, 14 matters related to communications and assigned to the Ministry of Internal Affairs and Law of the provinces were discussed. Participants also raised concerns relating to the regulation of FM radios within the province, the legal ambiguity about the broadcasting of television and the regulation of radio with a capacity of less than 100 watts which has been delegated to the local level.(RSS)
