President of Municipal Association of Nepal and Mayor of Nilkantha Municipality of Dhading, Bhim Prasad Dhungana, said that implementation of the small-sized projects from the province government would not make the federalism strong. "The local government is the nearest government of the citizens. The constitution has also managed certain rights in accordance with the same but the part of implementation has several challenges," Dhungana added.

On the occasion, he said that the mayors and chief administrative officers should work honestly adding that Madesh Province lagging behind in all indicators including the good-governance was a matter of concern.

Likewise, Mayor of Birgunj Metropolitan City Rajesh Man Singh Shrestha said mobilization of subsidized loan by the Fund would help end the local government to seek support from the federal and province governments even for the petty cash to run programmes.

Similarly, Mayor of Janakpurdham Sub-Metropolitan City Manoj Kumar Sah complained lack of cooperation from other agencies while working for development construction projects.
