Kathmandu, Jan 3: Prime Minister Pushpa Kamal Dahal ‘Prachanda’ has directed secretaries
to deliver public services efficiently and on time.
The Prime Minister made the instructions to the
government secretaries after listening to the briefing about progress, problems
and challenges from the secretaries of all the ministries (yesterday) and those
of the office of the President and Vice President, constitutional commissions
and agencies today.
PM Prachanda issued a 30-point directive to the
secretaries with regard to ensuring prompt and efficient delivery of public services
and services related to public concern.
In his instructive address to the secretaries after their
briefing, the PM expressed hope that he would get cooperation from bureaucracy
and government mechanisms this time as in the past tenure.
The PM’s address was centered on issues of public service
delivery, the construction of development projects that relate to people’s daily
lives.
The PM drew the attention of the secretaries to hardships
faced by the people to get public services.
He remarked that work performance of the last five years
fell below the mark of public expectation.
“While we are holding a meeting here, there are news
reports that people have to queue in lines from 2 am in the morning to get
passports. Hardships to get a national identity card are no less frustrating. If the pace
of national identity card delivery remains as it is today, it will take decades
for all citizens to get it. The problem to get a driving license is no less
irritating as one has to wait for years to get it,” said the PM.
PM Prachanda instructed the secretaries to immediately
prioritise removing of the hassles one has to undergo to get basic services related
to education, health and transport such as driving license, national ID card, and
paying taxes.
He directed that all such problems are solved within a
month and then warned of actions if concerned officials are found incompetent
in meeting the objectives.
