Changkheli Himal, which used to shine white in past winters, has turned as dark as a black stone this year. Even though it is already mid-February, there is no sign of snowfall. In the Himalayan district of Mugu, the beauty of the mountains is fading away in the lack of snow this year. In previous years, snow used to start falling in Mugu from the last week of November to the first week of January. Local Gom Bahadur Budha said that Changkheli Himal, once covered with snow, is now turning into a black mountain. He said, “During this time in previous years, the fields and hilly areas of the Himalayan districts were covered with snow.
Four Dungar and one Mountain vultures were found dead on the banks of the Lokaha River in Kawasoti-1, Nawalpur, on Monday. The five endangered vultures have died of insecticide poisoning after consuming the poison-contaminated carcass of a wild fox. Likewise, one Golden and six Dungar vultures were discovered in critical condition, as reported by DB Chaudhary, the president of Jatayu Restaurant. Chaudhary revealed that among the affected vultures, a Dungar vulture is currently in life-threatening condition, having ingested the flesh of a deceased fox. Two dead foxes were also discovered at the scene. Preliminary investigations by Chaudhary indicated poisoning as the cause of death of foxes and vultures.
The National Planning Commission (NPC) has made projections of budget expenditure and resources for the next three fiscal years. The National Resource Estimates Committee under the NPC has determined the national resource estimates and expenditure limits for the next three fiscal years --- 2024/25, 2025/26 and 2026/27. The committee formed under the chairmanship of Vice-Chairman of NPC Dr. Min Bahadur Shrestha has prepared a medium-term expenditure structure and budget formulation framework for the bodies that are tasked with the expenditure from constitutional borides, sectoral ministries, provincial governments, local levels and federal reserve funds for the next three fiscal years. As per the preliminary estimates of the NPC, the total resources of the government for the next fiscal year 2024/25 will be equal to Rs. 1,800 billion. Similarly, for the fiscal year 2025/26 the total outlays will be Rs. 2,100 billion and for the fiscal year 2026/27 it will be equal to Rs. 2,455 billion.

Prabin Lal Shrestha, Information Officer of Agricultural Knowledge Centre, Sunsari, said that the knowledge of farmers regarding modern agricultural technology was increasing when the municipalities of the district operate the Farmers School programme.
The World Health Organisation (WHO) has called on countries in the South-East Asia Region to intensify efforts to control tobacco and e-cigarette use. Issuing a press statement on Tuesday, the WHO regional office for South-East Asia, informed that tobacco consumption in the region was the highest globally including a rise in vaping. In a statement, Saima Wazed, Regional Director of WHO South-East Asia, quoted, “The Region still has the highest number of people using tobacco which puts them at risk of life-threatening diseases such as cancer, respiratory and heart disease. We must try our best to control tobacco and e-cigarette use to protect health and save lives."
Minister for Foreign Affairs of Nepal, Narayan Prakash Saud, is leaving for New Delhi on Wednesday to participate in the ninth edition of the Raisina Dialogue. He is scheduled to address the forum on February 23 under the theme 'Development Deficit: Towards a Post 2023 Agenda', the Ministry of Foreign Affairs (MoFA) said in a statement on Tuesday. During the visit, the Foreign Minister will also meet high-level dignitaries of the Government of India as well as other participating countries.
Nearly a month has passed since the Kathmandu Metropolitan City announced a ban on vehicles parking on black-topped roads in the New Road area. However, a dispute persists between traders, ward-level authorities and the metropolis regarding the decision. Chini Kaji Maharjan, chairperson of Ward No. 22 of the metropolis, has strongly opposed the sudden ban on parking, effective since January 23, in the New Road area. He said that the decision was made without consulting and coordinating with the wards resulting in adverse effects on the market. According to the ward chair, an alternative parking arrangement should be made nearby the market area to facilitate both consumers and businessmen. Stating that the ward was all prepared with plans to manage parking in the area, he said that contracts for the parking should be awarded to the wards and local bodies that had insights about the current situation.
