By Our Correspondent,Tulsipur, Feb. 23:The Lumbini Provincial Assembly has begun reviewing laws enacted by both local and provincial assemblies. To date, the assembly has passed 82 laws. Discussions are underway with local governments to assess the implementation status of these laws, consider necessary amendments, and evaluate their practical application.
Lumbini Provincial Assembly Speaker Tularam Gharti has urged the federal government to introduce the Forest, Education, and Civil Service Acts in a timely manner to strengthen provincial and local governance. Speaking at a programme on legislative cooperation between provincial and local assemblies, organized by the Lumbini Provincial Assembly, Speaker Gharti highlighted complications in lawmaking due to the absence of legal officers in local governments.
At a discussion programme with local assembly members of Tulsipur Sub-metropolitan City on Saturday, Speaker Gharti noted that post-legislative examination was a key topic of discussion among speakers from all seven provincial assemblies. He emphasized that, in the absence of relevant laws from the federal and provincial governments, local governments are compelled to implement legal provisions within their working procedures.
He further pointed out that a lack of experience and established practices has led to challenges in both lawmaking and implementation. During the programme, Secretary of the Provincial Assembly, Durlabh Kumar Gharti, provided insights into bill management procedures and the challenges posed by conflicting laws.
Additionally, Mayor of Tulsipur Sub-metropolitan City, Tikaram Khadka, shared updates on laws enacted by the local assembly and their implementation.
Mayor Khadka highlighted issues in lawmaking due to a shortage of skilled personnel in drafting legal frameworks and ambiguities concerning the shared jurisdiction of federal and provincial laws.
He explained that any proposed law undergoes three rounds of discussions and stakeholder dialogues before being presented to the municipal assembly for approval.
