Bagmati Province to implement integrated system in ministries and agencies

By Rammani Dahal,Hetauda, Jan. 31: All ministries and agencies of Bagmati Province are set to implement a Government Integrated Office Management System (GIOMS).

A meeting of secretaries held at the Office of the Chief Minister and Council of Ministers reviewed the work of various ministries and decided to expedite the implementation of GIOMS across all ministries and agencies.

The meeting also resolved that all ministries and agencies will promote the use of information technology (IT) for grievance redressal, introduce the practice of QR codes, and ensure effective service delivery. 

Additionally, a mechanism will be established to address complaints and issues raised by service seekers.

According to an official from the Office of the Chief Minister, the secretaries’ meeting decided to submit a report to the Office of the Chief Minister and Council of Ministers (OCMCM) within a month, recommending necessary amendments to the Bagmati Province Government (Work Division) Regulations to maintain coordination between the operations of various ministries and agencies. 


A committee has been formed, which will set its own terms of reference.

The committee is led by the secretary overseeing the Governance Reform and Coordination Division of the OCMCM.

Its members include secretaries from the Ministry of Economic Affairs and Planning, the Ministry of Water Supply, Energy and Irrigation, the Ministry of Forests and Environment, the Ministry of Culture and Tourism, as well as the head of the Provincial Comptroller’s Office.

Additionally, all ministries and agencies are required to provide employee details following the format prescribed by the OCMCM. 

They must also submit details of staffing positions in their respective ministries, agencies, and subordinate offices within the stipulated time. 

Furthermore, ministries, agencies, and offices must ensure timely submission of data and information requested by the federal, provincial, or other authorities.

As per a previous meeting agreement, ministries and agencies that have yet to contribute to the Disaster Fund must promptly allocate the required amount from their respective budgets.
