Bihadi Rural Municipality unveils budget outlays of Rs. 464.79 million

BY GANESH PAUDEL, Parbat, June 19: Bihadi Rural Municipality in Parbat district has unveiled its budget, policies and programmes for the Fiscal Year 2024/25. The 15th village assembly of the rural municipality announced a budget of Rs. 464.793 million on Monday. 

Parabin Gurung, Chairman of the rural municipality, presented the annual policies and programmes for the upcoming fiscal year including various sectors such as economic development, social development, infrastructure development, environment and disaster management, good governance and institutional development, revenue and justice.

At the assembly, Bihadi Rural Municipality Vice Chairperson Mina Sharma Tiwari allocated Rs. 331.7 million (71.38 per cent) for recurrent expenditure and Rs. 133 million (28.63 percent) for capital expenditure.

The rural municipality expects to receive revenue of Rs. 76.4 million from Nepal Government’s financial equalisation grant. Similarly, revenue sharing of Rs. 55.97 million, conditional grant of Rs. 213.9 million and capital expenditure of Rs. 20.8 million is expected from federal government.

Additionally, the budget would be covered from a complementary grant of Rs. 20 million, special grant of Rs. 15 million, provincial government's financial equalisation grant of Rs. 3.28 million and remaining stocks and savings from land registration, internal taxes, Kaligandaki hydropower royalty, forest royalty and unspent funds of the current fiscal year. 

On the expenditure side, the rural municipality has allocated a budget of Rs. 20.8 million as conditional grant from the federal government, Rs. 20 million as federal government complementary grant (Bihadi Rural Municipality Irrigation Project), Rs. 15 million as special grant from the federal government (Bihadi Rural Municipality Hi-tech Tunnel Construction), Rs. 6 million as provincial conditional grant, Rs. 41.16 million for ward-level-projects and Rs. 30 million for complementary fund.

The rural municipality has allocated Rs. 2.8 million for animal development department, Rs. 6.6 million for agriculture department, Rs. 1.1 million for social security and registration unit and Rs. 2.25 million for targeted groups. Likewise, Rs. 600,000 has been set aside for employment service centre, Rs. 15.161 million for education, youth and sports development department, Rs. 5.5 million for health department and Rs. 500,000 for the judicial committee. 

Vice chairperson Tiwari informed that the budget includes programmes for delivering transparent and quality public services, increasing employment, infrastructure development and others. Additionally, it also includes programmes for providing grants on purchasing electricity meter boxes for targeted groups, agricultural ambulances, subsidies for milk, oxen, seeds, and a 50 per cent subsidy for health insurance.
