PM stresses use of domestic capital, human resources

By A Staff Reporter,Kathmandu, June 8: Prime Minister Pushpa Kamal Dahal 'Prachanda' has said that social activists should be operated based on the idea of using domestic capital, human resources and skills.

Speaking at the 'Gathering of Social Activists' organised by the Social Welfare Department of the Communist Party of Nepal (Maoist Centre) Friday, Prime Minister and Chairman of the CPN (Maoist Centre) Prachanda said that social organisations should be engaged to increase production, productivity and create employment opportunities by mobilising the labour force and capital within the country.

"The non-governmental sector is not only INGOs that mobilise foreign capital and the NGOs that depend on them," said Prime Minister Prachanda.  “It is also a sector that mobilises the labour force and capital within the country to lead production, productivity growth, job creation, cooperation and social and cultural transformation."

He said that the basic policy of the country should not depend only on foreign aid, but should have thoughts, policies and programmes that use its capital, manpower, skills and technology.

Stating that the policy of regulating, directing and mobilising non-governmental organisations based on the state's priorities is important in the context of globalisation, the Prime Minister emphasised that non-governmental and social organisation departments should be formed in all levels of party committees. 

He said that the party should take the policy of forming a national federation at the centre as the umbrella organisation of the party, forming community centers and clubs in all wards.

Prime Minister Prachanda suggested that institutions should establish a strong presence and leadership in the social sector based on the monitoring and cooperation of the government and state agencies at their level, and expressed the belief that such institutions would contribute to the process of reorganization and transformation of the entire party.

According to the federal structure, the structure of the social welfare department at the provincial and local levels should be created and the organisations in those areas should be given advice, consultation and guidance as needed. 

In terms of preparing the basis of socialism, Chairman Prachanda suggested that the role of the social sector should not be understood narrowly, stating that the Maoist took the policy of fighting through the government, the House and the streets through peaceful competition.

He said, "The tendency to connect the social sector with the goal of political and social transformation and socialism is the correct and revolutionary tendency. We are in favour of this trend.” 

Stating that his party-led government is working hard and struggling to bring about positive results in all areas of political, economic and social life with the priority of good governance, social justice and prosperity, Prime Minister Prachanda said that the policies and programmes and budget of the fiscal year 2024/25 are also focused on these issues.
