No confidence motion filed against Karnali CM Shahi

Surkhet, Oct. 12: A proposal of no confidence motion has been registered against Chief Minister of Karnali State, Mahendra Bahadur Sahi, by the State Assembly members of the ruling Nepal Communist Party (NCP).
Addressing to the chief whip of the NCP on Sunday, 18 State Assembly members registered a jointly signed no confidence motion against Shahi.
It has been said that the motion of no confidence proposal was registered under the leadership of Yamlal Kandel by stating various reasons.
This is the first vote of no confidence registered against the CM after federalism.
"As the duties of the parliamentary party and the government have not been fulfilled effectively ever since Shahi was elected as the leader of the parliamentary party, we, the State Assembly members do not have trust upon him.
Thus, this vote of no confidence has been registered in line with Rule 24 (1) of the constitution of State Assembly parliamentary party, 2075," mentions the proposal. The proposal has also requested to call a meeting as per Rule 24 (1, 2, 3 and 4).
State Assembly members Yamlal Kandel, Chandra Bahadur Shahi, Karbir Shahi, Kurmaraj Shahi, Amar Bahadur Thapa, Sushil Thapa, Mina Singh Rakhal, Dan Singh Pariyar, Padam Bahadur Rokaya, Padma Khadka, Kaishilawali Khatri, Pushpa Gharti (Bista), Raju Nepali, Dharma Raj Regmi, Khadak Bahadur Khatri, Thammar Bahadur Bista, Bidmi Kumari Bohara and Devi Oli have signed the proposal.
Pushpa Gharti (Bista) is also the deputy speaker of the State Assembly.
"After continuous discussions, we came to a conclusion to file vote of no confidence against Shahi," said Yamlal Kandel in a press meet organised after registering the proposal on Sunday.
"Two-and-a-half years into the formation of the government, the work and duties attended by the parliamentary party are unsatisfactory. Thus, we registered the proposal by using the legal rights given by the party," said Kandel.
Meanwhile, Gulabjung Shah, chief whip of NCP, said that the decision would be taken by calling a parliamentary party meeting. "The procedure of the meeting would be held shortly to choose a new leader," he said.
CM Shahi gave a statement that the proposal for no confidence motion was rather against the leader of the parliamentary party and not against the government.
"The intra-party feud will be solved by holding discussions within the party," said CM Shahi.
Of the total 40 State Assembly members of Karnali State, 33 are from the ruling NCP, six are from Nepali Congress and one is from Rastriya Prajatantra Party.
After 18 State Assembly members signed the proposal, CM Shahi has fallen under minority.
