Biratnagar, Sept. 9: The State 1 government is preparing smart structure of employees in the State for effective public delivery with limited number of employees they have.
Suresh Adhikari, chief secretary in State 1, said that they were aware about the increasing burden of administrative cost in the State and were preparing for a smart structure relying on the approved vacancies.
State 1 had demanded 4,200 employees with federal government. But now they themselves stood against increasing the number of employees. However, the federal government had approved 3,800 employees for the State. Only 2,400 vacancies are filled up.
Now, the State government conducting a study whether they can deliver better with approved number of employees for the State. “Unnecessary administrative burden should be minimised for effective delivery,” chief secretary Adhikari said, adding that they were reviewing the organisational structures.
As the reforms are made in the State administration through the Constitution, implementing unit of the state ‘civil service’ still needs some reforms. Adhikari said all the reforms would carry out through an amendmentto the Civil Service Act.
“Employee adjustment is a tough job because they have to work in a different manner than it use-to be in past,” he said.
There are local bodies, states and federal government at the center and adjusting and making proper coordination among these tear of government is another challenge of the time, he said.
Adhikari further added that novices who joined bureaucracy were still in learning phase.
The State government has expected that ‘Employee Adjustment Bill’ which is in parliament for amendment would address much of the existing grievances and confusion.
Altogether 38,000 employees are there with federal government, 45,000 with local bodies and 13,000 with State governments.
However, the government and local units have been short of 8,000 and 13,000 employees respectively.
