Kathmandu, May 20: District Administration Offices in the Kathmandu Valley and the police administration are now in a dilemma after the Supreme Court (SC) issued an interim order not to keep the citizens on hold in the public places for not wearing face mask.
Until now, the police were keeping people without masks in the holding centres and fining them Rs. 100 for flouting the health protocols.
A single bench of SC judge Deepak Kumar Karki on Tuesday issued the interim order asking the police not to keep the persons without face masks in the holding centre and not collect fine from them.
However, security officials on Wednesday said the interim order would lead to an increase in the violation of the restriction orders.
The Supreme Court's order said, "As per the provisions of Article 4 of the Constitution of Nepal and Infectious Disease Control Act, it was seen that the Nepal Police was exercising the rights in an unauthorised manner.”
Chief District Officer of Kathmandu Kali Prasad Parajuli said that the matter was being discussed after the Supreme Court's order.
"We have been prosecuting violators under the Infectious Disease Control Act," he said. However, after the Supreme Court's order, we are discussing its significance.”
Alternative measures can also be introduced and for this, the DAOs need to sit for a meeting.
According to the Office of the Prime Minister and Council of Ministers, the government had already put 21,421 people and 77,777 vehicles on hold as of Tuesday across the country while implementing the restriction orders enforced by the respective district administration offices effectively.
