Kathmandu, Dec. 6: Nepal Police personnel from junior ranks up to Superintendent of Police (SP) post will now enjoy one level automatic promotion from their existing post when he/she receives compulsory retirement after serving the organisation.

The provision will come into effect in Nepal Police after the Cabinet meeting held on November 29 endorsed its 9th amendment proposal to Nepal Police Rules-2014 tabled by the Ministry of Home Affairs as per the recommendation of Police Headquarters.
According to Senior Superintendent of Police (SSP) and the Spokesperson for Nepal Police Headquarters Basanta Bahadur Kunwar, the personnel up to the post of SP will get automatic promotion when they retire after serving in the same post for at least eight years. They will be promoted before one month of their retirement date, said police.

“As per the new provision, service years of the personnel will be added when they served in the post of police constable and senior police constable before their promotion as Assistant Sub-Police Inspector (ASI),” SSP Kunwar said.
Similarly, the service years while remaining in the Deputy Sub-Inspector and Senior Deputy Sub-Inspector will also be added before their promotion to Police Inspector post.

After the Cabinet endorsed the 9th amendment, it is expected to boost the morale of police personnel, he said.
SSP Kunwar said that the Police Headquarters, however, has yet to receive the decision made by the Cabinet. “The decision is historic for lower-level police personnel,” he said.

According to Kunwar, attempts to get this decision made during the tenure of various Inspector Generals of Police were not successful. Earlier, employees up to the rank of Police Inspector were promoted one level up after completing 12 years of service. According to the amended regulation, 12 years of service provision for the promotion of Police Inspector to DSP has been reduced to eight years.
Meanwhile, the Cabinet had also added three ranks to the proposal of the Police Headquarters.

The added ranks include Senior Deputy Inspector of Police, Senior Constable and Assistant Constable. Spokesperson Kunwar said, “This decision has given impetus to the lower ranks of the police organisation.”
Likewise, the level of office assistant (parichar) of Nepal Police is also going to be heightened. Office assistants, who have been retiring from the same post serving the police till now, will now be able to go home with the same facilities as enjoyed by Subba. These posts will be given up to five grade promotions. 

Those who have served more than 20 years will get up to fifth grade promotion. Employees who serve between 15-20 years will be given fourth grade, employees serving between 10-15 years third grade promotion, and those serving between 5 to 10 years second grade promotion.
