Kathmandu, Nov. 26: Prime Minister KP Sharma Oli Monday directed the ministers, secretaries and other government officials not to spend budget in those projects which were not included in government's policy and programme and in its annual budget programme.
Speaking at an inter-ministerial second quarterly review meeting held at his office in Singha Durbar, the Prime Minister expressed his dissatisfaction over poor the expenditure of capital budget.
“There should not be such a situation in which we spend going beyond our policy and programme,” the PM said.
He said the practice of spending in the projects whose resources are obscure, which are not included in the policy document and budget would not be productive.
He instructed the ministers and others to move ahead with a clear picture of development, making the system more efficient to institutionalise the political achievements and maintaining good governance.
He also instructed to grant the construction contracts only to the capable contractors.
“We should also evaluate the capacity of the contractors and grant him only those contracts which they could complete in time. We should be sure whether the contractor

we have selected can do the work,” he said.
He said that the practice of receiving contract of every project should be discouraged.
The PM stressed on the need of quality work and said, “We should evaluate the time to complete the projects and grant them accordingly, we should also evaluate whether the projects have completed according to the Procurement Act by maintaining quality.
He said that the government would become weak if the existing performance was not improved. “The 20 per expenditure of development budget in the second four-month was a joke made in the name of development,” the PM said.
The progress report of grant should come with concrete results, the Prime Minister instructed the ministers and secretaries.
The Prime Minister expressed dissatisfaction towards the ways the government had provided grants to the farmers and others.
He also said grant should be productive. The ministers reached the meeting venue with the secretaries of the concerned ministries.
However, Deputy Prime Minister Upendra Yadav and Ministers Bina Magar and Istiyak Rai were absent in the review meeting.
PM Oli called the review meeting five days after he reshuffled the cabinet by removing six ministers and three state ministers and inducting new ones in their place.
